       Would this bill make the players who wrote detailed factbooks,
       give up theirs in favor of this new system or would this just be
       for players who don't want to write out a detailed factbook?

       says all nations MAY. So it is optional.

       Also this would be OOC as it handles metagame content, I will
       support this, as not everyone enjoys or has the knowledge of the
       military industrial complex or the hierarchy of militant
       systems.
