confederal lands.

> Section A: Creation and Power Distribution
> Three additional police forces will be created from the bill.
These will have two different powers, but have jurisdiction over
the same areas. These two are as follows:
> Confederal Bureau of Investigation (CBI)
> The CBI is called in when prisoners jump borders, or run
across states. They are based in the Confederal Capitol, and
have jurisdiction over every state except the Capitol.
Furthermore, they are better armed than normal INTERPOL, and are
better armored, and have access to Interior Guard equipment.
> The CBI does not have the authority to arrest political
leaders in their home country, but can intercept and apprehend
them out of state. Furthermore, they can be turned away by the
state in question on the account of people jumping borders. They
cannot, however, be turned away from entering as people, or
entering the INTERPOL stations.
> Interstate Police (INTERPOL)
> The Interstate Police is a police force that is present in
every state as an immediate police force. These police only have
jurisdiction in that state, and can only apprehend Confederal
Fugitives who broke confederal law.
> They have the authority to investigate political leaders, team
up with state police to investigate other things, and can
apprehend non political leaders, such as congressmen and
parliamentary officials. High ranking officials cannot be
captured, but can be investigated, questioned, and detained for
questioning.
> An additional distribution of power will be extended to the
Home Guard, which will have additional jurisdiction, in addition
to it's current jurisdiction over the Capitol.
> Home Guard (HG, SS)
> The Home Guard will be given further jurisdiction over all
states. They have power over each police force, and can
cooperate with state militaries to hunt down terrorists. They
are an Anti Terrorist unit.
> Unlike INTERPOL and the CBI, the Home Guard does not require a
warrant to search and sieze, only probably cause and reason.
They do, however, require to be called in by either the CBI,
INTERPOL, state governments, the Interior Guard, the military,
or by the Secretary of Defense. The President has no
jurisdiction over the SS.
> The SS has the ability to arrest political figures and leaders
regardless of power, including political leaders of the NCSA.
Furthermore, they can arrest military leaders. When arresting,
they can only hold them for a certain amount of time before they
need a warrant to keep them. They can also travel across
borders, and have sole jurisdiction of the Capitol.
> Military Police (MP)
> Military Police do not have any of the powers as the others,
and have jurisdiction over the Confederal Prisons, Bases, and
POW Camps. They are a new military branch.
> MPs have no power besides the ability to arrest people inside
the base, camp, or prison. Furthermore, each warden of the
prison or camp is a member of he military command. This means
that they do have the ability to arrest people within ground
space of the base: For instance, they can control the roads
around the prisons and camps and bases.
> Section B: Prisons
> Every State is required to hold at least one Confederal Prison
in it's boundaries. This is to be manned by MPs. Furthermore,
each state must require to hold at least one INTERPOL station.
POW camps maybe established, but states must request to hold
one. Polticial leaders will be held in POW camps for maximum
security and to prevent states from breaking them out.
> The prisons are to have the following configuration:
> A Maximum Security Partition
> Must be located underground, in it's own fenced off area,
given priority power, with it's own high powered station and
backup generators for each section.
> All prison sections will be located underground, with cameras
in each section and a vent in each cell. The cell is sealed
against all NBC, and is essentially inside a a large bunker.
Each cell has a vent that is connected to a chemical system that
can release an agent to subdue prisoners.
> Each prisoner is fed inside their cell, and cannot leave the
cell.
> There is a total of 500 cells
> There is two bunker offshoots underground: A police watch
station, and the elevator. Every police officer is tracked,
recorded, and given a gas mask. Each door can not be unlocked
with a special key, a card, a fingerprint, and a passcode, which
changes each week. To further security, cameras will be
installed at each cell, and at each door and hallway.
> A Medium Security Partition
> Cells for 2,000 people, with an interior generator and gym
> A set of walls with barbed wire.
> An onsite cafeteria
> A Light Security Partition
> An outdoor gym, and a cafeteria.
> A program for public work
> A large laundry service that is worked by light security
prisoners
> A mail service worked by prisoners
> An onsite hospital
> An onsite phsyco ward
> An onsite power plant
> A solitary confinement center
> POW Camps must have the following:
> A large concrete wall with razor wire arranged in an octagon,
and eight watch towers with four searchlights, and four MG
stations
> Two layers of wire fence with barbed wire
> An Anti Personel minefield
> Room for 5,000
> Indoor barracks, showers, cafeteria, and prison cells, with a
set for solitary confinement
> It's own generator backup system
> A guarded Armory, MP barracks, MP cafeteria, MP Kitchen, MP
Showers, and MP Garage, surrounded by fencing and razor wire
> An onsite power plant
> Four heli pads
> INTERPOL stations must have the following:
> A helipad
> A detainment and question center
> An onsite armory and garage
> An onsite CBI location
> Section C: Trial and Jury
> To detain a person, most cases need warranties prescribed by
judges of the Confederal Courts. Smaller cases will never reach
the Supreme Court, but the leaders of countries will.
