       > export, exportation - commodities (goods or services) sold to
       a foreign country

       another in satisfying an obligation
       > future - bulk commodities bought or sold at an agreed price
       for delivery at a specified future date
       > import, importation - commodities (goods or services) bought
       from a foreign country
       > merchandise, product, ware - commodities offered for sale;

       offers a variety of products"
       > middling - any commodity of intermediate quality or size
       (especially when coarse particles of ground wheat are mixed with
       bran)
       > shopping - the commodities purchased from stores; "she loaded

       > sporting goods - sports equipment sold as a commodity
       > worldly good, worldly possession - a commodity or good
       associated with the earthly, rather than the spiritual,
       existence of human beings
       > salvage - property or goods saved from damage or destruction
       > Noting:That nuclear weapons and their blueprints are not a
       service, but simply a danger to the region, and that they do not
       fall under the definition of a trade good. Therefore, the buying
       and selling of nuclear weapons and their blueprints shall not
       fall under the auspices of trade, but dangerous proliferation.

       > Congress hereby mandates:That the trade and sell of nuclear
       weapons, and their blueprints or schematics from state to state,
       is henceforth illegal, for the peace and security of the
       NeoConfederate States of America.
       >
       > To ensure that this law is enforced, a new government agency
       shall be established.
       >
       > 1. This agency shall be called the Nuclear Proliferation
       Agency, or NPA.
       > 2. The job of this organization shall be to watch for the
       proliferation of nuclear weapons and their blueprints, and to
       stop them.
       > 3. The NPA shall be based in Richmond, but will have a small
       station in every state.
       > 4. The NPA shall be headed up by the Secretary of Defense,
       under the ultimate direction of the President.
       >
       > If the NPA shall find a state to be illegally distributing
       nuclear weapons or blueprints, it shall:
       >
       > 1. Investigate the situation to ensure that it is true.
       > 2. Obtain a warrant from the Supreme Court in order to search
       for and seize contraband.
       > 3. If said contraband be a nuclear weapon, it will be
       confiscated and dismantled, never to be used again.
       > 4. If said contraband be blueprints, they shall be destroyed.
       >
       > If a state is found to be doing illicit actions as defined by
       this bill, possible punishments shall be:
       > 1.The prohibition of anyone from that state being a
       presidential candidate.
       > 2.An increased NPA presence in the state.
       > 3. With a given warrant from the Supreme Court, it is possible
       that a state's nuclear facilities may be searched for more
       shipments of nuclear weapons or blueprints.
       >
       > Cases of this magnitude shall be brought before the Supreme
       Court.

       We support this bill.
       we would like to see the agency have proper representation from
       both nuke supporting and anti nuke states.
       we also find it governmental waste to have an EPA agency in
       every state.  And feel it would best to have just a HQ in
       Richmond.  If we could amend that?
       While we believe the right of states to table a bill that may
       not suit the best interest of their state or NCSA. Could we
       propose that when someone tables they give an explanation why.

       OOC: I need to clarify something here. You can't motion to table
       if the motion to table has already failed. You may however,
       motion to reconsider the previous motion (motion to table)
       within a reasonable time frame and the motion be made from the
       prevailing side of the vote.
