I think that any type of weather that your not used to or set up
for is, at best, annoying weather, and at worst, extreme
weather.

Well, maybe a little, but not really. ;)
If you're not used to it, or don't have the necessary
infrastructure/buildings to deal with it, it's still a bit of a
hardship. It's the same thing when the temps go past the 80's
here in the summer. That's not very warm by Texas standards, but
in northern Alberta, it's a hardship as not many people have ac.
Same thing in my mind, really.
