The deregulation of international exchanges and the banking
sector made it possible to invest in agricultural funds and
commodity exchanges. The banks then placed a part of their money
in these operations. The paradox of this situation, which
nevertheless perfectly reflects the overall logic, is that
extreme shortages and overproduction of cereals went hand in
hand. Records in terms of production were broken one after
another without ceasing speculation and shortages for a
significant part of the world's population. And this was
precisely when the shortage was attributed, of course, to
excessive demographic pressure.

World War, and after it, among the Nazis,
the Soviets, the fascists, and even among some liberals. This
same discourse has accompanied certain so-called development
policies to this day. Thus, it is often stated that if famine,
malnutrition and disease spread in India or more generally in
Asia, it is because those countries have too many children.

This observation is largely erroneous; On the one hand, as we
have mentioned, the growth in cereal production greatly exceeds
that of the population; The problem is neither technical nor
demographic, but merely distributional. On the other hand, the
birth rate is currently tending to decline globally, including
in some regions of Africa. The global peak of the population
growth rate was reached in the late 1960s (2% annually); since
then, the fertility rate fell from 4.5% to 2.5% and,
consequently, the population growth rate also fell to 1.2% in
2015.
