       Obviously, from what someone said upthread, water cannon are not
       an option. Re. rubber bullets - they may not be intended to kill
       or maim, but they certainly have done in Northern Ireland. That,
       though, was during the troubles, when rules wer laxer. I assume
       that the senior police officers know what they're doing, and
       think that rubber bullets, tear gas etc. would inflame the
       situation, and lead to even more violence.
