       do the wifi finder on pi star. drop config file on micro sd
       card.

       after inserting sd card and rebooting device. I wait and see
       display light up with rollig mmdvm on display. This I am told
       means the device enabled the wifi and found and logged to my
       wifinet. Using the ssid and pass word I generated using Wifi
       finder. Problem is PI-star Admin in browser does not find device
       I cant find the Ip Adress in win 10Pro. What do I need to do?

       never heard that, nor would trust it.
       the screen saver on screen just means its not busy
       key up radio to wake it up, if there an IP address at bottom of
       screen? its connected , if not its not on you wifi
       on your pc tablet or phone see if there is a wifi device called
       "pi-star" or "pi-star setup"  if so that's its AP waiting for
       you to connect and set up the rest
