The war substantially changed Germany's role and expectations in
Europe and the world. The "change of era" invoked by German
Chancellor Olaf Scholz in his speech to the Bundestag on
February 27 is testimony to this changed reality. Consequently,
the Federal Republic of Germany will invest 2% of its GDP in the
defense area from now on. A "Special Fund for the Armed Forces"
will also be created, protected by the Constitution, for a total
of 100,000 million euros. The German government is supplying
weapons for Ukraine's self-defense and has announced that it
will continue working on joint European arms projects.

are facing a profound paradigm shift in
German foreign and security policy. However, beyond these
historic decisions, it is urgent to hold a strategic debate on
the concrete implementation and effects of the "change of era"
on Germany's foreign and security policy. This raises the
question of what the German Armed Forces are able to do and what
they should do within the framework of the European Union and
the North Atlantic Treaty Organization (NATO) military alliance.
Greater defense spending does not automatically and on its own
produce greater security.

The member states of the European Union are already spending a
total of more than 200 billion euros on weapons, four times what
Russia spends. Nonetheless, European defense capabilities lag
far behind those of other countries due to the lack of
interoperability and the duplication of structures in the
European Armed Forces, as well as inefficient use of available
resources.
