       I want to allow people to freely express themselves but if they
       excessivily use verbal attacks they should be punished.
       Also there is a difference between talking and attacking.
       For example
       "Fuck you russian bastard" is unacceptable
       "God, i hate russians" is acceptable
       Distinguishing between the two should be made clear before we
       move forth. The above should be made clear [sub]russians suck!
