Is it safe to assume there will be no chapter 10?

see title.
I used to play the game each time a new chapter was released,
but honestly after about the 4th time Aero completely retooled
the abilities, items, etc, I decided to wait until the game was
"finished." Based on what I've been reading on this forum, it
seems that the campaign is not going to be finished and we are
left with 9 chapters. Yes? No?

Aero is focusing in the book, so the campaign will have a even
slower development these days. Not that soon, but there will be
a chapter 10 and, maybe, a bug free (or almost) version. There
won't be, however, ch. 10 sidequests and elite/epic bosses, only
if people donate enough to him.

Yep, yep. I've been just focusing on the book as I realized I
have to make my living and I want to make it by doing the story.
So all my focus at the moment goes to book. After the first book
I'm planning to finish the story of the campaign as it is very
import for the whole story overall.
