I've seen that as well but for whatever reason it seems like the
clohorine is at a higher concentration so I would feel safe
       preping water first

       ...
Um, I noticed that you said you have two community tanks that
you're putting into one. This begs the questions of "what kind
       of fish?"
Someone said, hey use crushed coral, but that might not be a
good idea with certain fish as it raises your pH quite a bit.
Some sands do the same. So, you probably want to look up all
the types of fish you have before you make your decision about
substrate. Reading up on the fish you have will usually give
you a very good idea on how to set up your tank.

I've herd that some sands do that. That's why I had to ask. I
had to go back and get all the info I had on my fish and I found
a middle ground when it comes to ph and temp. 1 or 2 fish might
differ from this middle ground but for the most part everything
fits. My worry is that I recently moved and I know the water is
different. I haven't tested my tap water yet. I know the
chlorine is high cause you can smell and almost taste it. Other
than drift wood how can you lower ph?

So I tested the tap water ph is lower than both tanks. one tank
has petco brand white aquarium sand but the other has the
Caribsea super natural and on the bag it says it' will not raise
       ph.
