       Cursor jumping or slowing down on Windows 10 during downloading 
       process

       I've encountered this bug in Windows 10 on my Surface Pro 2.
       This is very reminiscent of a bug that existed in Windows 8 and
       8.1 and I believe it has to do with the driver for the Bluetooth
       hardware, or something else.
       If you're having this problem try turning off Tablet Pro and
       seeing if the mouse is still moving inconsistently. (and if the
       download is still going on)
       On my machine it tends to be only heavy downloads that trigger
       this and it was something microsoft had fixed before. Hopefully
       an update will fix this soon.
       I could be wrong on this as I haven't done enough testing to be
       completely confident that it isn't Tablet Pro. If you have
       feedback on this bug, post below.
