       Roleplay Council

       The SwC is not always run by its leader for the reasoning of a
       council being built to help with said issues. This council must
       meet the requirements of maturity along with unbiased choices.
       Its a vote based system set for kages and more trusted people
       chosen by hotaru and yatoru both.
