There's an issue with people that live outside the U. S. having
forum access.
How can I fix it?

The issue is someone that lives in a foreign country is blocked
from accessing the forum.
Here's the message from the person's screenshot.
This website has been blocked by the order of the Ministry of
Culture and information based on Article 19 of Decree law No.
47, 2002 regarding the organization of the Press, printing and
publishing in the Kingdom of Bahrain due to the publication of
the prohibited content on the aforementioned site.
I do not have any prohibited content on the forum. Feel free to
check this @

Can this message be blocked somehow, so this person can have
access to the forum?

That is nothing we control on that. That seems to be a local
government block on the website.
They either found something on your site or createaforum.com
that they did not like.
