They have different development versions of Chrome, but I look
at filehippo.com and got it here:

FYI, this issue still exists.
I tried every version of Firefox released since November. The
"loading" box appears at the top of the page and nothing else
happens. Some users of my forum are using Safari (unknown
version), IE 8 and IE 9. All get the same thing.
I just tried with my Android using Dolphin Browser and Opera
Mobile. The "loading" box appears and then dissapears, but I get
no message edit window. Firefox for Android is too unstable to
give a reliable report.

Are you having an issue on this forum?
I just tested here using latest Firefox and Chrome editions.

enable 'quick reply' on your forums. Let it be visible, not an
icon.
I think that would help.
The quote links will appear in the quick reply box
