Forum Upgrade Issue

I am trying to upgrade my forum to the ultimate package, but
PayPal does not seem to accept any form of payment.
I get the following error message:
We're sorry, we couldn't set up your subscription using the
funding source you've selected. Please try another funding
source.
I have tried numerous different cards, on laptops, phones and
iPads and it still doesn't like it.
Grateful for any info!

Are you in the US? Just wondering incase. I might be able to
setup a different way.

Got it, testing a different payment provider, hopefully should
have built by tomorrow.
