Attachment numbering bug?

Attachments are being referenced by the wrong number when they
are added to a post in the post edit page and set to "inline
full-size image".
e.g. adding the first image to a post adds the tag "attachimg=2"
which then leads to the "Specified attachment is not available"
error when the post is posted.
