Registration Disabled at this time

The registration page of my allgab.createaforum.com simply says
"Registration Disabled at this time". How can I fix this and
have guests properly register?

If you are just getting it. Then that means you registered or
attempted to register too many times from one ip adddress/one
location

The method of registration is set to email activation and the
save button has been clicked. The registration is still
disabled. Is there a fix for this?
