       How do I set up my forum so that when a user post a content
       everybody will get notified on there email and also on there
       phone like app what trigger app

       That's an individual preference users set on their profile. You
       can ask them to opt-in, and you can set it as the default. But
       you can't enforce it over their preferences of which
       notifications that they want.
       As far as I know there's no way to trigger a phone alert but
       mebbe I'm wrong.
