Member having permissions issue

Hi - I'm not sure what is going wrong, but despite being
assigned to a "safe" group of members who could post at will,
this member:

keeps getting a message that he needs to wait for moderator
approval when he tries to post. I dug in and found that a member
group had accidentally ended up as needing moderator approval, I
fixed that last week, and he was still getting the same message.
He cleared his cache on my other admin's request and was able to
post for a day but is now back to getting that message.
Help?

What happens when you view the persons profile then go to show
permissions. Please review there.

shows him as having permission to post freely.

Apologies, I hadn't clocked the separation of the board
permissions vs the general permissions.
Board permissions attached here, he's got everything as far as I
can see.

Is the user in one membergroups or multiple?
Have to make sure one membergroup doesn't override the others.

He's in 2 member groups, one is a post count group (I comment,
therefore I am), and the other is a specified group that
bypasses the post count group to make sure everything is open to
him (bandmember).
I assigned him the bandmember status when he first started
having issues, and then discovered that somehow our "regular
member" permissions had been switched to moderated posts. But
nobody else in the forum appears to have been affected, even
though the post count groups are mostly based on "regular
member".
I adjusted the "regular member" back to remove the moderated
posts setting, he continued to have issues, my co-admin asked
him to clear his cache and log out and log in, and he was able
to make something like 3 posts before he started having the same
problem again.

hard to say whats going on.
Do you have a member groups that require post moderation? If so
what type are they post based groups or regular member groups?

There's only one group that requires moderation, and nobody is
currently in it, it has to be specifically assigned. It is based
on the regular member group.
It inherited permissions from the "regular member" group but
should have been the only one that the permission was stricter
on.
The post-count based groups have no restrictions after 10 posts,
but are not subject to moderation prior to that, there are just
sections of our forum that they can't see yet. I did just go
double check those and some boards they should be able to see
were not visible so I am busy fixing that now.
However, there are over 200 members that have inherited
permissions from the "regular member" group who have no primary
member group (so are all just in post-count based groups,
exactly as this user was before I assigned him the bandmember
status), and nobody else is getting this message. I am attaching
some screenshots I just took to show/clarify how we have set up,
and what the permissions are.

And the specific member's profile snapshot.
Note: He used to be able to post without a problem. This is a
new problem that we do not know exactly when it started because
he was busy and not posting for some months.
