Locking threads for everyone bar mods & original poster,
until original poster responds

Had this request from one of my mods:

Bit of a long shot, but..
It would IMHO be useful to have a function to lock a thread to
all but the OP (and mods).
Case in point, new poster started a thread stating that he had
received a late NIP (issued late) and another letter sent on the
same day saying that his details on the V5C are incorrect.
SP concisely and correctly replied advising him to check his V5C
(which he likely doesn't have as it would presumably have gone
to the incorrect address on the V5C).
The OP hasn't been active in the last 24 hours (since before
SP's reply) but others have weighed in with their ill-considered
theories.
Unless and until the OP comes back, everything is just noise,
and locking the thread to stop morons making unnecessary noise
would stop the OP replying (if he ever comes back).

What about giving the user membergroup the "Lock their own
topic" permissions.
Doens't stop mods but close to it.
