       With Traditional Chinese language pack installation date display
       is messed up

       With traditional chinese installation, the date display is
       messed up across the site.
       It is supposed to display 5/27，2022， instead of
       messed up code. [right] 鈭娍�� 27,
       2022[/right]
       Could you kindly check? It affects the calendar functionality.
       I do see messed up display else where as well, but don't affect
       main functionality. Say the sign up link at the right side which
       pops up a sign in window, the display is also showing messed up
       code.

       Undser Admin -> Featuers and Options -
       General tab
       Check your default time format
       Should be set to this "%B %d, %Y, %I:%M:%S %p"
       without quotes

       The calendar is still showing messed up code:

       doesn't seem there is a setting for this though.
