Question about Language Pack

Hello,
I understand that the administrator can change the default
language of the site if he purchases a language pack.
However how does the individual user override the default? I do
not see anything in the user profile that allows him to select
the language. Is theme dependent?

They should be to under Profile -> Account Settings

But there is nothing there. Please see attached.
I have not actually purchased the language pack yet. Is that the
reason?

Yes that is the reason. There are no different languages to
choose.
