You can do that with ezPortal there is an ezportal page mangaer.
in the section.

Like if I want to create a page called Premium and create a
forum inside that page that only Premium members can access, can
I do that?

No a page is just a page with information.
You can create a board with permissions for only a certain
membergroup.
