have a range of them that seem to be indexing my site?

Banning doesn't work as they still show on the ezportal main
page an costing me one page hit

I blocked the IP from the server itself

I have listed about 10 ip's from the same location that are
causing about 750 hits a day

I blocked their entire range 114.119.128.0/18 will see if it
causes any issues.
