Background Changes Not Showing

So whenever I try to change the CSS code for the background
image, I modify it and nothing changes. It's still the same
background image for the theme that I've selected(The light
theme in this case)
Here is the line of code that I've got for it:

Strange yeah I am not much of a css person myself.
I know the body tag is just overall big container i thought the
content section will be the middle area.
