Is there any way to remove the "Dumb" button?

Does anyone know how I can remove the "Dumb" button, so that
people may not utilize it on posts? (It's the last option after
the like, dislike, agree, disagree, etc. buttons). Thank you.

Right now I do not have that option to remove those specific
buttons.

Had a problem with a user who I'd already forced to have all
messages checked before posting.
He then went mad with the "Dumb" button irritating other
posters.
So....
Created a membergroup called "No Dumb"
In permissions for that membergroup, left everything in "X"
except the first option "Rate Awesome Posts" which I changed to
"D"
Then for the individual user, I set "additional membergroups" to
"No Dumb"
Now he doesn't see any of the options to Agree, Disagree,...,
Dumb.
Not as refined as I'd like, but it gets the job done.

Is there any reason not to use the following CSS to make the
"Dumb" icon invisible?

That's a neat idea amazing you can do with just css.
