You have to put the moderator in a membergroup and give that
membergroup access to the board.

see that's the problem I don't want any members in that private

You can do it under Admin -> Manage Boards
Then when you add or edit a board you choose which membergroup
to use.

I must not be explaining myself well at all here, I don't want
ANY members on that board JUST admin and moderators so how can
this be achieved pls

Your moderators are a member group. Their member group, if not
changed, should be "Global Moderator"

And she is part of the global moderator memergroup?

If it is a subboard the parent board has to be visibile to that
membergroup as well otherwise it won't work.
