Disable Private Board and Announce Topic isn't working

Hi
I encounter some issues.
firstly i wish to disable the private board.
2ndly announce topic is not functioning as my newbie members
isn't shown in the membergroup as when i want to announce topic.
Please help me. Thank you

1. Done
2. Post based groups are not supported. Only normal
membergroups. In your case you would do regular members.

Newbie members are regular members as long as they don't have
their own membergroup.
