Membergroups and their permissions to manage groups?

Hi!
My question is a little complicated. I will explain it easily
:-\
Suppose i have 6 membergroups with ascending right from 1
upwards.

> 5. Prince
> 6. King

Now the "Prince" have to put the group "Better" on "Middle
class". But he is not allowed to change from 3 to 4.
Thus individual groups the right to administer only individual
groups.
I have found nothing in this regard. Have tried around but if it
is, it does not work with me. If I can administer
the a certain group, groups administrate, then I can indeed mark
which group is allowed. But that does not work :-\
I hope you can help me!

There is no good way for this.
Only admins should have the powers to manage memergroups.
I do not have a system to allow one membergroup to have control
over only certain membergroups
