       You click layout settings. Then the next on the tab area click
       on member options

       Layout Settings has three tabs:
       1. Manage and Install
       2. Theme Configuration
       3. Restore Member Options
       That 3rd tab has an option to "modify current configuration for
       all members using this theme"
       If I click that, there's another option at the bottom to "never
       show" Quick Reply in the topic display. Is that what you mean by
       disable?
       I changed that setting to "never show" and saved.
       Now the quote works like before!
