"Your IP is that of a known spammer" message

The "Your IP is that of a known spammer" message has been
experienced by a couple of people over the past few weeks on a
forum I admin. It's only occasional, sometimes they are able to
log in without problem. How can the problem be fixed?

It cant be its Known or an admin can check the ip adress
