is it possible to set it so that when a member joins they
automatically get a certain badge??

I don't believe that's possible, however I do believe that a
user gets a badge for their first post/thread.

announcments? and how do i enable it?

You can edit your news in the News and Newsletters tab.
(Admin>Main>News and Newsletters)
Or, you can add an Announcements board and edit the settings so
that only Admins can post. Post news, updates, announcements,
etc. there.

An announcements board is probably the best choice.
