Go to any board you are authorized to create polls in
Click new poll

Check under Admin to make sure that polls are enabled. I know on
my forum, some of my members don't notice the poll button, but
it's right next to the darker new topic button.

it really pays dividends to look for things yourself - and
quicker.
Make sure 'polls' are activated in Admin.
Admin>Configuration>Features & Options>General>Poll Mode>Enable
Polls.
When someone starts a thread they have the option to add a poll
by clicking the 'New Poll' button which is right next to the
'New Topic' button
