You cannot upload that type of file. The only allowed extensions
are doc,gif,jpg,mpg,pdf,png,txt,zip.

Look somewhere in the attachments section of your admin CP and
allow .cur files.

now i've uploaded it in a forum post which seems to be the only
place you can add attachments but it doesn't show, just shows a
link to it.
if i tried to uploadit somewhere else would it be better?
