       Hello..
       In my forum, I'd like to make it possible for global moderators
       to register new members. How can I do this?

       Admin>CP>Members>Permissions>Global Moderators>Modify>Member
       Administration
       Check the box that says "Moderate Forum Members." Note that this
       gives those users several other powers as well.
