Members are telling me they can't use the Quote button

and all they get is that it is "loading" and then it fails.
Is there a fix you have for this?

Under Layout Settings -> Member Options
Enable quick reply for all members.

What's ironic is that I've never been able to use the quote
button on this forum. I've always had to manually type out the
code for it to work here. Go figure.

Under Layout Settings -> Member Options
Enable quick reply for all members.
I don't have that option.
All I have is this

When I click on "Change current options for all members using
this theme", I get

You need to reset member options and default options
And then check "Use quick reply on topic display:" have it set
to display.
