help! my friend cant regist by my forum

my friend study in russia now, and by the Registration, Error
message pop out:
please contact the forum owner...4
and if he use the url d3fans.tk, then:
please contact the forum owner...3
can someone tell me how to fix this?

i regist an account for him, he can use it to log in... ???

I currently disable registration from Russia. You can manually
create him an account though.

Hi,
A friend with IP 220.255.2.XXX (in Singapore) has a "please
contact forum owner" message.
Seems he is considered as spammer.
Please see attach.
Please help me.
