I'll Try to get a simple tutorial on how to scrap it in MMS and
then remove the background in PSE. I may try to get one on
designing it in PSE done, too...or I will link you up to a few
good ones.

figure out the gradient, however I have yet to figure out how to
take the black out and replace it with a different color.
