WTF is 'simmering'?

Right, so tonight I decided to do something a bit different and
decided on haggis.
Instructions say 'Bring water to boil, remove outer packaging
and then simmer GENTLY (was in capitals on the bag) for 45
minutes.
Now i know that 6 on my cooker boils water, but then that leaves
me with on option of 5 down to 1 to determine what is 'GENTLY
simmering'
At a bit of a loss really because I assume 1 is too cold but its
hit and miss on the rest :-\

Simmering is like just before boiling...lightly bubbling.

I'm assuming I'm going into rapid over (or less rapid under)
cooking here LOL
I've gone for 3 because it is less that the value of 5 and more
that the value of 1.

The number depends on stood, pan/pot, amount of stuff in it.
In Dutch we call it sudderen. And normally you would use the
smallest pit. (I hope that is the correct English word)

I wish I could give you a number but like Dtuchpunk said, it
depends on the size of the pot and the amount of water. We have
a gas stove and the dial is very adjustable so it's not limited
to specific numbers. I'd say set it to whatever number just
starts to bubble. If 6 boils water and 5 doesn't, then 5 is
probably the right number.

If you don't know what haggis is made from, then I will not be
the one to spoil the surprise :D
