Shooting VTOL Jets down

I just played a match in Hackney Yard and I saw someone
destroying a VTOL Jet with only ONE rocket! The VTOL Jet had
just "parked" after its initial barrage, my JOKR launcher was
locking down for its first shot when I just saw a rocket coming
from the left, hitting the VTOL Jet and obliterating it. What
launcher did this person use? It takes me 3 rocket hits or 1
rocket at least and then 1 or 2 magazines to down a VTOL Jet. Or
was this player a cheater?

People were probably shooting it with bullets as well. A decent
LMG will wreck a VTOL.
Also RPG and Strela don't trigger flares.

Or a jker on the way up. That may not tricker flares.
Saw a vid that a person used the jker going up to clear the top
floor of the traffic control tower at the airport in warzone
