From the office of the VP,
We are trying to make this a league where we all have a good
time. In that regard, we have implemented relaxed rules in order
to improve the pace of play and it had the desired effect last
season. I hope everyone will take the time to read the league
rules since these are the main guidelines we will follow in the
coming year. We will be updateing the rules as we go along. All
suggestions are welcome. This is not the USGA or PGA. I am a
firm believer that there should be armature rules and rules for
those who play for a living.
In the next 9 weeks I hope we can come to a consensus on changes
we have made and I am going to cover individual rule changes and
hope to get feedback so we are all on the same page on April
15th. at Mallard Creek.
Read f. under league rules. --- We are treating all Out of
Bounds shots as a one stroke penalty. Simply drop a ball within
2 club lengths where you think it went out of bounds and take a
ONE stroke penalty.
Reason: This will eliminate the need to play a provisional and
possibly continuing to hit O.B. Either you find the original
ball in the alloted time, or drop. Since the maximum score
recorded on any hole is a double par, this also gives you a
chance to play the hole from tee to the bottom of the cup. The
rules do not state the double par maximum and pick the ball up,
but that will be changed soon, unless there is a majority vote
against it. ( Jeff: We need to add this double par max to the
website. )
This is the chance to effect change so please feel free to voice

Ed,
I don't believe the double par scenario is applicable. Say
someone gets 2 strokes (for scoring, not skins) on a tough par
3. If they take no higher than a 6, that would only amount to a
net bogey and worth 0 points under the Stableford scoring.
Since the maximum for scoring is a net quadruple bogey (-4 pts),
this golfer would have to shoot a 9 on the hole to hit the max.

The league I am coming from used double par plus 2. Pickup after
6 and score 8. Just for the reason you stated!

That is why I am posting things. To get feedback so we can come
to a meeting of the minds. So double par is out.
Next thing to discuss is the difference between rolling the ball
because of course conditions, meaning a few inches or a foot
maybe, a plugged ball, and an unplayable lie. Moving the ball,
winter rules, is acceptable anywhere on the course but it does
not mean improving line of site.If you are behind a bush or tree
you can roll the ball a few inches to get out of a bare patch
between tufts of grass, clearing a rock, and I believe we agreed
to move it from a tree root with no penalty so it reduces the
chance of injury or club damage. There were some sketchy "rolls"
last year so lets keep to the spirit of the rules this season.
If a players wants more relief, the unplayable lie and it's
three options apply. 1. Re-hit from the original spot, 2. Drop
two club lengths from where the ball lies no nearer the hole,
and 3. Take the ball back as far as you want keeping the bush,
tree, or whatever between the ball and the hole. Each of these
options comes with a one stroke penalty. This rule is pretty
straight forward.
A new option I would like to see is the proposed unplayable lie
in a bunker rule the might be in the USGA rules in 2019. An
unplayable lie can be called in a bunker and the player can take
the ball out of the bunker and drop it in the grass keeping that
resting spot in the bunker between the ball and the flag. This
comes with a two stroke penalty.
Also as far as dropping the ball, another proposed change for
2019 eliminates the shoulder height drop. I believe that a
distance of around one inch above the ground or height of the
grass is the direction they are headed. Since we can roll the
ball, it is a mute point, i.e. drop than roll, but I thought
that I would toss that out for comment.

I disagree with the bunker rule. First off, we play on courses
where the quality of the bunkers are adequate AT BEST. Yes, we
should have to play out of them if we land in them (that's what
they are there for), but if a bunker is filled with water and is
unplayable, it should be considered casual water, with no
penalty. If you are stuck in an un-raked spot that's one thing,
and should be penalized for moving it (shouldn't of hit it there
to begin with), but not when it's full of water or mud. Just my
2 cents.

My suggestion for the dropping out of the bunker with a two
stroke penalty is based on proposed 2019 USGA rules. I thought
we could be proactive. If everyone would Google the current USGA
rules, the bunker issue is covered including unplayable lies and
standing water. The rules are written for normal conditions. The
PGA normal and our normal is different so we must adapt.
The fact that it has been mentioned that we need to play out of
footprints because of the lack of consideration from people
ahead of us or at certain times of the year because of no rakes,
brings up another issue. We are going to play winter rules
everywhere on the course, meaning I can roll it in the fairway
and the rough and blame it on a lack of course maintenance. Even
in the woods, among the trees and bushes, I can roll it.
Footprints in bunker are considered tough luck? We have a rule
that covers 99% of most of the courses that we play. Why not
extend it to the bunker? I am waiting for the wisdom of Jim
Schilero here to help me out.
Keep in mind this is a discussion to help the league move
forward. All input is appreciated. As you can tell, I have some
free time on my hands and have looked up the proposed 2019 Rules
of Golf.
14 league members are now signed in. Six have actually paid to
play. I would like to hear from more.

I am new so I shouldnt say much. But, if its roll it everywhere
and you don't have casual water in a bunker, why not rake the
footprint and redrop in there? Cmon, the next shot is going to
be hard enough!

Pete, this is why we are trying to set up a forum where everyone
is encouraged to participate. You are correct with your
resolution to the bunker question. I just wish others would
express an opinion.
Now that I think about it, I think that there should only be two
rule modifications that we make for this year:
1. Winter rules all season. --- lift, clean, and place within
reason. The bunker issue still needs some feedback.
2. Gimmes within the grip. --- I not a fan of giving away any
putts, but I would make a concession here. Over the years I have
seen bizarre things happen with the putter in hand, myself
included.
Otherwise I think we should follow the rules as best as we can.
The rules are complex but as long as we can adhere to the spirit
of the rules we will be in good shape. Of course this would
require everyone to read the rules. Here are some basic ones
that everyone should know how to handle.
How to Score Common Golf Penalty Shots
A stray shot in golf is frustrating, but it happens to the best
golfers. Where the ball is hit makes a difference in how it is
played and scored. Take a look at these common golf penalty
shots and how to deal with them. These are rules everyone should
know.
Penalty & How to Score
Out-of-bounds --- 1-stroke penalty plus distance. Replay the
ball from where it was just played (or tee up again if it was
your first shot).
Unplayable lies ---1-stroke penalty. Drop the ball within two
club lengths of the original spot, no nearer to the hole. Or
drop the ball as far back as you want, as long as you keep the
original unplayable lie point between you and the hole. You may
also return to the spot from which you played your original shot
if you prefer.
Water hazard (yellow stakes) ---1-stroke penalty. Play the ball
as near as possible to the place from which the original shot
was hit. Or drop a ball behind the water, as long as you keep
the point at which the original ball crossed the edge of the
water hazard directly between the hole and the spot on which the
ball is dropped. There is no limit to how far behind the water
hazard you can go with the ball.
Lateral water hazard (red stakes)
ball outside the lateral hazard within two club lengths of where
the ball went in, but not nearer to the hole. Or keep a point on
the opposite edge of the water hazard equidistant from the hole.
Next year there will be changes to the rules and we can discuss
those when it is official. Still 9 weeks to get everyone on the
same page. Bill, Badri, Jim, Srini, Mike, how about a little
