HooHoo try south of the base on the shoreline or around the
bases shoreline there is definitely normal Commanders there but
if STAG is present there might be a chance that variant might
appear.

I just got myself a Swat Tornado + Eagle (Maybe someone can
confirm if there is also a Swat Eagle with rocket-launchers &
Minigun or maybe even a Vulture?), Police Oppressor and the
military version of the Tornado.

Farynthane, there is no SWAT eagle with rockets or guns, just a
regular one that says SWAT and it's blue
Ganton, there is not a STAG commander there just a SNG
Commander. I just looked all around the base. I really don't
even think it's in the game.

All the helicopters and Vtols you can aquire in game (except the
Money Shot DLC versions... because I am not paying 20 bucks for
a couple of vehicles) can be found here:

If you or anyone else are missing any, I can clone them for
you...
The choppers that are not aquirable (at least not yet) are the
Morningstar and Saints Vultures and the Saints Tornado. But we
are working on it...
Rare vehicles are kind of hard to define so early after the
games release, but I do believe I have found one, one I haven't
seen anyone else with or even mention... a Brown Bear... The
Swat Bear is Black, and the SNG Bear is whitish... but I found a
brown one...

Also, using the same method to glith the Digital Man suit, I
have glitched the Fire Suit from Trailblazing... so not only can
you get the suit, but it is fully functional (fire does not
effect you while wearing it)...

I thought I took a picture of my character in the Digital Man
suit, but apparently not, will do that tonight when I get
home...
Also... there is a method to turn any dirty chopper clean and
pretty again... the black tornado your heli homie is always
dirty... this is what it looks like clean... so pretty...

And like I said above, I dunno what vehicles are rare, but I am
pretty sure that brown bear counts... hell every single vehicle
in my garage is pictured in those links, so take a look at the
whole mess... I am more than happy to clone anything for anyone
at anytime.
And no... I do not believe the Stag Commander to be in the
game... I have cruised every inch of shore looking for one...
including doing a 5 star wanted level race along the entirety of
the coastline looking for one....

Wisdom may I ask how you found the brown Bear and what's
actually the method to clean windows from tornado's etcetera.
(letting them explode or..)?

You can't use the glitch to paint the Bears, the only thing you
can change the colors on is the trim, and maybe the windows....
