I have two Morningstar heli's. Still can't figure out how to get
the vulture. I don't like how this time around they made it
impossible to leave the mission with a vehicle like in the last
game. I'd really like the get the N-Forcer without the gun on
top. I've tried for hours to get it, but never can. Also, has
anyone gotten the STAG Commander? I've found the SPD and SNG
versions, but I've never seen the STAG version anywhere.

Wouldn't the best way to get the STAG Commander to get like a 5
star notoriety at sea with STAG still stationed in Steelport?

I've tried that, but when I do I only get Sharks and VTOL's
coming after me. I got lucky one time and got an SPD Commander
to come after me, I had 2 stars and tried the same thing with
STAG around, but had no such luck.

What part of the city have you been in when you've had the
Commanders try take you down?
I know that i've had some show up when i've been fighting the
Morningstar at the docks in the Camano Place District in the
eastern areas.
Or you could try the southern area of the Military Base I know
normal ones definitely show up but STAG ones may appear during
there occupation.
Atm i'm starting a new save so i'm only 35% into the game (Just
before Belgian Problem) I'll have a dig around once I get to
that point HooHoo but if the other vehicle spawns are anything
to go by its either going to be complete chance or it could be
docked at one of the old STAG bases. I know a VTOL and Condor
can be found in Sunset Park once STAG are defeated so maybe its
the same rules with the Commander.

I now go to try to get a Police Oppressor, a Swat Tornado and
the Swat Vulture or something. By the way what about those
Morningstar Tornado and Morningstar Opressor variations, I only
seem to get the red Tornado's and the black/white Oppressor. I
don't know why, but isn't there a Pink Tornado too?

There isn't a SWAT Vulture only variants it comes in are Saints,
Morningstar and Military.
I've not seen a pink Oppressor but the Tornado you are talking
about is the dirt variant of the Morningstar Tornado which has a
lighter shade.

I was by the statue that blows up in the end. Heading towards in
from the military base in a heli if that makes a difference...
And then went into the water and the SPD version was just there
in the middle of the water with no one in it.

The SWAT stuff is easy to get, all you need is an RC gun.
