Ads on copyrighted content on YouTube

Over the past several months, I've been seeing more and more
videos that have copyrighted songs uploaded by users (normal
users, not partners or official companies) are putting ads on
the videos (like the 30 second video ads) and seem to be making
money off them. Some even use the "fair use" thing in their
descriptions despite that it says it's only fair use AS LONG AS
IT'S NOT USED FOR PROFIT.
Someone wanna explain why the fuck this is happening? Why is
YouTube allowing this? This is EXACTLY why they started taking
down copyrighted content in the the first place. Now, for some
reason, people are allowed to put ads on anything. Even songs or
videos that barely have 100,000 views. What's even funnier, is
that some users only have very few others vids, some of which
barely have any views (like 14 views for one vid, 12 for
another).
This is exactly why this entire revenue sharing and ads thing on
YouTube is a bad idea.

I never looked into "The make money" scheme but that is totally
re-dumb!
