       That people with LVL lower than 70 have a Tank always at their
       disposal?

       It's a glitch. You've to use the sp to mp glitch in a specific
       way, so you can cheat the system into buying stuff from
       singleplayer onto your multiplayer character. This is the way to
       get the cargobob from pegasus too by the way.
