       [center]A look back at a year of a ‘reopened’ Vermont[/center]

       This week, the health department released weekly data showing
       that Vermont is reporting about 105 cases per day — suggesting
       that the state has pulled out of the BA.2 surge, which peaked at
       over 300 reported cases per day. The health department said
       Wednesday that it rates Vermont as having “low” Covid levels.

       Experts agree that BA.2 appears to be on the decline in Vermont,
       but expressed uncertainty about what that means for high-risk
       Vermonters or the future of the pandemic in the coming months.

       Asked at a press conference Tuesday to reflect on the one-year
       anniversary of his reopening decision, Scott hearkened back even
       further to the early days of the pandemic in 2020.
       “So much has changed right from the very, very beginning. We had
       no playbook; we didn't know what we were getting into,” he said.
       “From a historical standpoint, we've made great strides, from
       vaccines being the most significant to begin with, and then all
       the treatment that we have available,” he said, contrasting that
       with a time when “we thought (there) was surface transmission of
       the virus, so we were cleaning everything in the beginning.”
       Levine said he thinks of the pandemic as five different
       pandemics: the beginning phase with the initial strain, followed
       by four phases of different variants dominating the state.
       “Every time one of these new variants occurred, it was a
       completely different strategy and management plan,” Levine said.
       Advances in people’s understanding of the science “also creates
       transitions, and transition times are the most uncomfortable for
       people and make them the most anxious,” Levine said. “They
       remember what they just did before and, why are they doing it
       again? And it really creates the need for abundant messaging and
       communication and being very transparent.”
       At the press conference, Scott emphasized the need for Vermont
       to address the way Covid restrictions cause harm for mental
       health and emotional well-being, particularly for children.
       “While Covid isn't going away, we have so many more tools and
       more experience to manage it,” he said. “So as the solution for
       the situation continues to improve, it's important we continue
       to work to reverse the harms resulting from some of the
       mitigation measures we put in place before we have all these
       tools.”
       But he said that, while officials weren’t concerned about a
       Covid spike this summer, the fall could bring another variant
       and yet another increase in cases. “I don't want to give you the
       impression that we think this is over,” Scott said.

       According to the office’s investigation, in the spring of 2021,
       a patient at the Manchester Walgreens was allegedly prescribed
       capsules five times stronger

       />than her usual dose, which resulted in hallucinations, nausea
       and blurred vision for several days and caused her to miss
       school.
       In October 2021, according to the charging document, a patient
       at the Pearl Street Walgreens in Essex Junction was given a
       Pfizer Covid booster instead of the flu shot they requested.

       At the Walgreens location on Susie Wilson Road in Essex
       Junction, the document states that the pharmacist-manager worked
       12-hour shifts daily, and came in early and stayed after her
       finishing shifts. She was also allegedly required to work during
       a time when her partner, with whom she shared a home, tested
       positive for Covid.
       The Essex Junction pharmacist-manager reached out to Walgreens
       on a number of occasions with concerns about the untenable
       workload and stressful conditions, but the company “failed to
       provide any assistance and told the employee to ‘be patient’ and
       ‘be a leader,’” the document states.
       In October 2021, the pharmacist-manager resigned, citing
       “horrible pharmacy practices” resulting from the lack of
       resources and support from Walgreens.
       Complaints from the same store also reported that the pharmacy
       staff members were unable to answer the phone most days. In
       November 2021, a floater pharmacist allegedly informed a caller
       that the pharmacy was “barely open” and whatever prescription
       the caller was looking for “probably wasn’t ready” due to the
       lack of staff.

       When the same floater pharmacist reported the unsafe workload
       and lack of staffing issues to his district manager, he reported
       being told to “figure it out” and “we need to be Netflix, not
       Blockbuster.”

       A large number of the allegations detail unexpected store
       closures without notice to patients that prevented them from
       being able to pick up necessary prescriptions, causing missed
       doses and out-of-pocket charges from other pharmacies.

       Vermont reported almost 3,000 more deaths from 2020 to 2023 than
       would have been expected were it not for the Covid-19 pandemic,
       according to data from the U.S. Centers for Disease Control and
       Prevention — but less than one-third of those deaths have been

       The increased mortality points to a rising tide of challenges
       Vermonters experienced during lockdown: delayed access to health
       care, isolation and a worsening of the state’s decadeslong
       opioid crisis.
       The additional deaths could also point to a hidden cause —
       Covid-related deaths that were not recorded as such, according
       to Steven Woolf, a population health researcher at the Virginia

       The lack of investment in primary care meant that few people had
       a primary care doctor to fall back on when hospitals were too
       busy to visit. Primary care practices were “overwhelmed” and not
       ready to handle telehealth, Woolf said.
       “A lot of people developed complications from diabetes and heart
       disease and so forth because they were not able to get their
       medicines,” he said. “They were not able to get their chronic
       conditions checked.”
