You need a fletching level of 38!
If your broke this may help you...
1. Get around 3500 coins.

2. Buy 1 Ruby Bolt tip And 1 steel Bolt.

3. Use the ruby bolt tip on the steel bolt.

You got 15 Ruby bolts now.

4. Sell the ruby bolts to general store, And you should have
