Right. Unfortunately I missed the app when it came around, so
here are my thoughts a bit late.
Now, the image I'm getting is a kooky kind of deady, we've had
those. In fact, one of our ex guild-leaders was one. Though, the
weirder deadies we've had usually had a less pronounced tone
than this, their weirdness being more a part of their overall
behaviour. They didn't actually dress up in masks and capes or
call themselves superheroes. I'd also ask whether there's
anything else to Syringeboy than the one-off joke he provides. I
haven't seen you RP, but going by the app, I'm not sure whether
Syringeboy will fit in with the thieves.
You've been approved by Tact, so you'll be getting an interview
IC and you'll possibly become Unmarked in the gang. Due to the
character concept, should that happen, I'd be prepared to be
under the microscope a lot more than some our other recruits.
You come with high recommendations from my man Beef, so I'm sure
you're a great fellow and an experienced RPer. So, if it
eventually comes down to Syringeboy not fitting in, you could
always reroll a new character for the gang, and I'd happy to
review the next app as well.

I have a plenty. Of course, I myself am a proof that just about
anyone can get in as Unmarked. I'm questioning whether this is a
       solid policy.
I can see where you're going with this application; it's a
slapstick comedy crazy archetype of a mad scientist / doctor,
something Blizzard themselves have spun a few times. At the core
of it, that's fine and good, the concept's solid.
My concern is how exactly does said kind of character fit into
the guild. My understanding was that there was already troubles
with characters that have too high levels of power, and / or who
are too extravagant. I believe certain someone was recently
kicked for a) roleplaying a dragon and b) not taking
consequences for running into Orgrimmar and doing all kinds of
fluffy stuff. Plus then reapplied on a Saberon.
Due to those actions, the guild itself is hauled up in middle of
nowhere, running for their lives and taking all sorts of
consequences. Given those circumstances, bringing in a
syringe-throwing maniac in a cape sounds precisely like the kind
of thing a wise leader wouldn't do. More attention from the
authorities being just what everyone needed, and all that.
To that background, I'm wondering why approve an application out
of the basis of being nice and friendly, or getting into the
bandwagon of a fun-looking concept, before thinking what
exactly's going to happen at the next step. Which is probably
going to be a disappointment for someone.
I think it'd save a large hassle IC and OOC if we'd rather
encourage a concept that works better with the current
environment the guild finds itself in.
Of course, IC stays IC but I can't look at this without thinking
there'll be a lot of IC consequences for this particular
application, which in turn may lead to bleed in to OOC.

Characters who join the thieves have a variety of reasons as to
why they join, why they become part of a life-style of crime,
and while most narrow down to general selfish greed, a
background of poverty in which the character desires a change,
or simply a way of survival, I see Syringeboy's reasoning to be
fit: to use 60 as a job, get their income for medical career
through the gang - all which can soundly happen as long as
Syringeboy can agree to and meet the guild's expectations ICly
       and OOCly.
Due to the amount of barriers we have to join (which can be
off-putting to some, understandably), we do not base our
decision whether a character will be accepted into the guild
entirely on the application, but this does of course give us a
first impression and snippet to what we can expect. I can't
speak for everyone, but as to why I accepted the application is
not out of wanting to being nice and friendly, but due to
enjoying the sound of the character, and thinking they can bring
a nice shine to the guild in their own crazy aspects. If the
character causes more trouble than it is worth while on the run,
so be it! They tried and failed to meet our wants and needs of a
60 character. However due to the difficult scenario 60 are in at
the moment, for a character such as Syringeboy to be able to
maintain a calm head would be an achievement for the character
and prove to us he's willing to be a member that doesn't cause
hassle for the gang - so this is possibly an obstacle he can try
to overcome, and if succeed then we can safely say that his
membership is a dedicated one. As I said before however, there
will be expectations the character would need to meet to go
further, and even as an unmarked a guild position is not a
promise. Though we have not enforced it 100% strictly ICly, we
have recently been making it clear to unmarked that their
position is not a safe net. 1 code broken, 1 OOC issue, it's
either a final warning for them and a postponed promotion or a
simple "you're out". IC and OOC troubles that may occur during
an interview or their stay as an unmarked is game over, but a
fair try was offered. Getting kicked at the unmarked stage may
be disappointing, of course, but getting kicked at any step -
application, unmarked, marked, can't be very nice as it is all a
form of rejection. A kick at the two former points make things
much more smooth ICly however. (not to say this will happen for
you Syringeboy, but just to give an overall view of characters
       joining Sixty Thieves overall).
I understand your concern for the concept - though if the player
is OOCly able, many concepts can be pulled off and enjoyed. For
now I cannot comment as I haven't experienced the RP, but my
expectations will be tried out when we RP with him. We have
declined applications, said no in interviews and kicked
unmarked, and I don't see Syringeboy's application as one
deserving a decline. It may not be the typical shady and greedy
thief but that's not a bad thing - maybe even a good thing.
Anyway, I hope I made my point clear. As always, with any
applicant, if things go wrong during the RP stage then necessary
actions will be made. And as I said last night to you
Syringeboy, poke in game for some casual RP and see if things go
       from there.

Thank you for the many many replies. Your feedback is much
appreaciated, and I assure you : I have taken precautions to
keep this character from going too far of the tracks, growing
into a one-joke pony or whatsoever.
I am looking forwards to meeting each and everyone of you IC and
maybe (surely) lift the concerns you have with this concept.
