Club Numbers and Posted Financials

I really wish they would post the 2013 990 - which as usual is
not posted and is late and all that rot. According to BOD
meetings I have heard, the 990 and the annual audit are both
done. So why aren't they posted?
Since there was a question by the BOD Chair about tying out
numbers on membership, while I don't have enough to compare
apples to apples on the individual memberships, I realized I
have a CEO report saying as of 4/30/14 there were 538 registered
clubs with $68755 in income from the clubs from Jan through
April 2014. We already know that club membership goes Jan-Dec
31 so this one is pretty simple considering all clubs pay $135
a year. You would think anyway.
67,885/135 should give you a number of clubs registered in 2014.
There is no reason this number should not divide out evenly.
There are no partial years etc... Except it doesn't. It says
there were 502.85 clubs on 4/30/14 that paid $135 in 2014.
So if the 548 number is correct, then round that 502.85 up to
503 - short 45 clubs. The only possible answer here is:
1. The CEO report that said there were 548 clubs on 4/30/14
2. or 45 clubs registered for 2014 in 2013
But without the 2013 financials, assuming they set this aside as
2014 income paid in 2013 and assuming that is all correct - but
without that, who knows if the 548 number is correct. What we do
know is that it does not tie out.
